Why a Charter for Communication?


Update: The deadline for feedback has now passed and we have received more than 30 comments, but we still welcome further comments if you wish to make any. A revised version is being prepared which will form the basis for more consultation, especially with service users.

You know that, as part of their development strategy, the Communications Forum has been working on a Charter for Communication. We are now ready to consult on the first draft which you can download here.

Although there has been great progress in recognising and providing for the needs of people with a communication disability, particularly children, there is still much to be done.

Often they are excluded from society because their need is not understood or provided for. Many of them are in young offender institutions or other penal establishments or live restricted lives because they are unable to communicate with society in general.

The Communications Forum believes that by issuing a Charter that is signed up to by leading voluntary sector bodies, people with communications disabilities, their carers and supported by MPs and other regulators and opinion formers we can make a difference to their lives in the longer term.

Throughout the Charter there will be case studies to illustrate the points made; these are just a few examples of the way life becomes restricted for people who have a communication disability. We would welcome case studies from anyone who responds to this consultation.

We know that research has been done and that there have been cases before the courts, under the Disability Discrimination Act or other legislation, and would welcome references so that we can cite them in support of the Charter.

We do hope that you will be willing to comment on this document and will be able to sign up to and support the finished Charter when it is launched.
